    * TIMING...THE LAKE EFFECT SNOW WATCH IS IN EFFECT FROM EARLY
    WEDNESDAY EVENING THROUGH EARLY FRIDAY AFTERNOON. THE WIND
    CHILL WARNING IS IN EFFECT FROM MIDNIGHT THURSDAY THROUGH LATE
    FRIDAY MORNING.
    * ACCUMULATIONS...SNOW POTENTIALLY ACCUMULATING OVER A FOOT IN
    THE MOST PERSISTENT LAKE SNOWS.
    * WINDS...NORTHWEST 15 TO 25 MPH.
    * VISIBILITIES....UNDER A QUARTER MILE AT TIMES.
    * WIND CHILL VALUES...10 TO 15 BELOW ZERO LATE WEDNESDAY NIGHT...15
    TO 20 BELOW THURSDAY AND AS LOW AS 30 BELOW THURSDAY NIGHT.
    * IMPACTS...HAZARDOUS TRAVEL CONDITIONS WITH SNOW COVERED AND
    SLIPPERY ROADS AND REDUCED VISIBILITIES. DANGEROUS COLD AND
    POTENTIALLY LIFE THREATENING WIND CHILLS WILL BE POSSIBLE BY
    THURSDAY NIGHT. THIS COULD LEAD TO FROSTBITE AND HYPOTHERMIA
    IF YOU ARE NOT DRESSED PROPERLY.

    * LOCATIONS...SOUTHERN ONEIDA... MADISON... AND ONONDAGA COUNTIES.
    THE BEST CHANCE FOR SIGNIFICANT SNOWFALL WILL BE ALONG AND NORTH
    OF THE NEW YORK THRUWAY. AT THIS TIME THE HEAVY SNOW IS EXPECTED
    TO REMAIN NORTH OF THE CITIES OF SYRACUSE AND UTICA... ALTHOUGH
    SMALL ACCUMULATIONS CAN STILL OCCUR IN THOSE AREAS.
    * HAZARDS...SNOW...BLOWING SNOW.
    * ACCUMULATIONS...7 INCHES OR MORE OF SNOW IS POSSIBLE... MAINLY
    ALONG AND NORTH OF THE NEW YORK THRUWAY.
    * TIMING...SCATTERED SNOW SHOWERS TONIGHT WILL ORGANIZE INTO A
    BAND OF HEAVY SNOW EARLY MONDAY MORNING. THE MOST LIKELY
    LOCATION OF THE BAND OF HEAVIEST SNOW WILL BE NEAR THE BORDER
    BETWEEN OSWEGO AND ONONDAGA COUNTIES EASTWARD. THE BAND MAY MOVE
    BRIEFLY SOUTH TOWARD THE SYRACUSE AND UTICA AREAS DURING THE DAY
    MONDAY... BUT WILL REMAIN NORTH OF SYRACUSE AND UTICA MOST OF
    THE DAY. THE BAND WILL WEAKEN AND MOVE NORTH MONDAY NIGHT.
    * TEMPERATURES...FALLING INTO THE 20S TONIGHT AND MOSTLY IN THE
    TEENS MONDAY.
    * WINDS...WEST 15 TO 25 MPH WITH GUSTS UP TO 45 MPH.
    * IMPACTS...HAZARDOUS TRAVEL POSSIBLE.
